The Eligibility Criteria for Applicants

Who Can Apply If you qualify for the Canada Recovery Benefit (CRB), you will receive $1,000 (0 after taxes are withheld) over the course of two weeks.

CRB: Eligibility Criteria

Receive the Canada Recovery Benefit (CRB) if you qualify. $1,000  ( 0 for a (after accounting for taxes) 2-week  period

All of the following must be true for the proposed two-week period of CRB use in order for your request to be approved:

  • In the time frame of your request,
      • since you were either unemployed or self-employed concerning the fact that COVID-19

    or

    • in which you participated in a 50% decrease in your typical weekly income as compared to last year because of COVID-19
    Methods for Determining 50%  reduction

    The 50% discount is calculated from your typical weekly earnings or hours worked. self-employment Cash flow from the previous year

    • You can use 2019 or the previous year's data for 2020.
    • Use either 2019 or 2020 or the prior year's data for 2021.

    Before submitting an application for each application period, you must ensure that you still meet these requirements.

     Example:

    Whether it's the year 2020, the year 2019, or the previous 12 months,

    $26,000 (income from employment or self-employment in 2019 or 2020, or during the preceding year).

    ÷ 52

    = 0 (typical weekly wage in 202, 203, or prior 12 months )

    ÷   2

    = $250  (Half of the typical weekly income in 2019 and 2020, or the prior 12 months )

    CRB  2-week  period

    Earnings from work or business during the CRB period amount to $100.

    ÷   2

    =   weekly income average during the CRB

    It is required that your CRB period average weekly income be less than 50% of your 2019 or 2020 or most recent average weekly income. 12 months refering to dates in 2021

    Since the median weekly income during the CRB period was only and is significantly lower than the $250 needed to support 50% of the median weekly income in either 2019 or 2020 (or the prior three years), 12 months ), the person would be a good fit for these conditions

    Income from work or self-employment typically consists of

    Income from self-employment is defined as sales minus costs of doing business. self-employment  revenue

    Earnings from work or self-employment can come from a variety of sources.

    • possible work-related gratuities
    • Discretionary Dividends
    • compensation (even if it's just a token amount) for those who've helped others.
    • taxation in the form of royalties (like those paid to musicians).

    The following should not be factored in:

    • Earnings from the Canada Pension Plan (CPP), the Quebec Pension Plan (QPP), or any other pension plan
    • Welfare benefits and spousal support payments
    • Grants and scholarships for college
    • Supplemental Income for the Elderly (Supplemental Security Income, or OAS)
    • EI or comparable QPIP benefits for expecting and new parents
    • Canada, Any Canada COVID-19 monetary aid in times of crisis or rehabilitation
  • None of the following were granted to you, nor did you submit an application for them:
    • The Canadian Sickness and Recovery Bonus (CRSB)
    • Canada Caregiver Benefit (CRCB)
    • disability payments for a limited time period
    • Gains from EI, or Employment Insurance,
    • Assistance for parents through Québec's health insurance program
  • You did not qualify for unemployment insurance.
    Determine whether or not you are eligible to receive EI benefits.

    If you meet the following criteria, you may be qualified to receive EI benefits:

    • have worked a total of 120 insurance-qualifying hours in the previous 52 weeksFootnote1
    • not be a voluntary resigning
    • daily stand ready, able, and willing to work (required for EI regular benefits)
    • care for someone else (for EI maternity, parental, sick, compassionate care, and family caregiver benefits) while you are temporarily unable to work.

    The standard minimum taxable EI benefit is 0 per week, with extended parental benefits of $300 per week if you qualify.

        • The Caregiver Recovery Assistance Program (CRCAP) of Canada
        • Canadian Sickness and Recovery Benefit (CRSB).  
  • If you haven't voluntarily cut back on your hours or quit your job since Friday, September 27, 2020 unless there was a good reason to
    Penalty

    You will not be qualified for the CRB if you voluntarily resign from your employment on or after September 27, 2020.

  • In that time frame, you actively sought employment as an employee or as a self-employed individual.
    Exception for courses in the province

    You may be qualified for the CRB if, within the 2-week period, you participated in a course, program, or training that was recommended to you by a provincial government or provincial body.

    Although you are undergoing CRB processing, you are permitted to continue working.

    While receiving the CRB, you are free to work or run your own business. However, there is a minimum wage required by the CRB. $38,000

    Reimbursement is due from you.

    The Consequences of Turning Down Work

    Five periods (ten weeks) of CRB eligibility will be lost if you refuse reasonable work. In addition, there is a 5-period (10-week) waiting period between applications. If you continue to refuse work, you will be punished accordingly.

  • You weren't quarantined at home or living in isolation while abroad.
    Exceptions

    If you were shutting out people because:

    • You went somewhere else to get medical attention that was officially sanctioned by a doctor.
    • You accompanied a person who required your assistance to travel to a medical provider for treatment authorized by a medical professional.
    • You are a health care provider, a truck driver, or another essential worker who crosses the border into Canada for work and is normally exempt from quarantine upon your return, but this time is an exception.

    Call the CRA at 1-800-959-8281 to apply if any of these situations apply to you and you meet all other criteria.

  • You can't join the CRB unless you meet all of the criteria above.

    In the event that you do not meet the requirements for CRB

    COVID-19 Benefits and Services is a resource for those still in need of financial aid.

    Inmates are not likely to meet all the above eligibility criteria because of their confinement. If they qualify in every way, they might hire people who are on day parole or who are allowed to look for work legally.

    Eligibility Checking

    The CRA will check your qualifications for the CRB to make sure you get it. Those who knowingly submit false claims may be subject to additional repercussions, including fines and even jail time.
